Bjp-backed independent Dilip Ray wins fourth Rajya Sabha seat from Odisha amid cross-voting

Bhubaneswar: Industrialist and former Union Minister Dilip Ray won the fourth and most contested Rajya Sabha seat from Odisha on Monday, defeating joint opposition candidate Dr Datteswar Hota in a closely watched election marked by cross-voting from opposition legislators.

Ray contested as an independent candidate with backing from the BJP and secured victory against Hota, an eminent urologist fielded jointly by the BJD, Congress, and Communist Party of India (Marxist), according to media reports.

His win came after significant cross-voting from opposition ranks. Reports indicated that eight MLAs from the BJD and three from the Congress defied party whips to support Ray. Their votes proved decisive in a contest where no single alliance held a clear majority for all four seats.

Among the BJD legislators who voted for Ray were Banki MLA Debi Ranjan Tripathy, Choudwar-Cuttack MLA Souvic Biswal, Baliguda MLA Chakramani Kanhar, Basta MLA Subasini Jena, Jayadev MLA Naba Kishor Mallick, Tirtol MLA Ramakant Bhoi, along with the two suspended legislators, Arabinda Mohapatra from Patkura and Sanatan Mahakud from Champua.

From the Congress, Barabati-Cuttack MLA Sofia Firdous, Mohana MLA Dasarathi Gamang, and Sanakhemundi MLA Ramesh Jena voted in Ray’s favour.

Under the proportional representation system used in Rajya Sabha elections, Ray required at least eight first-preference votes to cross the victory threshold. With the BJP’s own strength in the assembly, support from independents, and the cross-votes from opposition MLAs, he secured the seat decisively during the counting process, including through second-preference transfers.

The cross-voting exposed internal dissent within both the BJD and Congress. BJD President Naveen Patnaik and Odisha Congress chief Bhakta Charan Das reportedly held meetings and kept their MLAs together in hotels to prevent defections, but several legislators still voted against party directions.

Baliguda MLA Chakramani Kanhar, who had remained untraceable for three days before the voting, appeared directly at the assembly to cast his vote. Souvic Biswal’s cross-vote was reportedly driven by resentment over the alleged humiliation faced by his father, former MP Prabhat Biswal, during protests against BJD leader Dr. Santrupt Mishra earlier.

Some Congress MLAs also skipped initial party meetings before eventually voting in the election.

The BJP secured two seats comfortably in the election with its official candidates, Manmohan Samal and Sujeet Kumar. BJD leader Santrupt Mishra won one seat as expected.

With Ray’s victory, the BJP-backed camp secured three of the four Rajya Sabha seats from Odisha, strengthening the party’s presence in the Upper House.

Ray’s win has drawn comparisons with his dramatic 2002 Rajya Sabha election victory, when he won as an independent candidate after being expelled from the BJD, supported by cross-voting from both BJD and BJP legislators.

Meanwhile, Chief Minister Mohan Charan Majhi congratulated Samal and Kumar in his chamber at the Odisha Legislative Assembly following the results.

During the interaction, the CM highlighted the significance of their victory in advancing the State government’s vision of “Samriddha Odisha”. In a message on X, Majhi said the presence of these leaders in Parliament would strengthen Odisha’s voice and contribute to development and public service at the national level.

He also invoked Prime Minister Narendra Modi’s slogan of “Sabka Saath, Sabka Vikas” and sought the blessings of Lord Jagannath for the successful tenure of the newly elected members.

The CM also acknowledged the victory of BJP-backed independent candidate Ray.

Iran war escalates with Hezbollah clashes, missile strikes near Jerusalem

Israel outlines weeks-long campaign as attacks spread across Lebanon, Israel and Gulf region

New Delhi: The conflict involving Israel, Iran and allied groups intensified as clashes erupted along the Israel–Lebanon border, missile strikes were reported near Jerusalem, and regional tensions spread to Gulf states amid continuing military operations.

According to Lebanon’s National News Agency (NNA), fighting broke out between Israeli forces and Hezbollah fighters in southern Lebanon. The clashes were reported along the Odaisseh–Taybeh axis, a strategically sensitive area that has witnessed repeated military activity during Israel’s operations in the region.

The Israel Defense Forces announced on Monday that it had launched a focused ground operation targeting key positions in southern Lebanon. The move involves deploying additional troops deeper into the region as part of efforts to widen a security buffer zone along the border. The operation comes after Hezbollah began launching attacks against Israel earlier this month in the context of the broader US-Israeli conflict with Iran.

Defense Minister Israel Katz said the operation would continue until Hezbollah no longer poses a threat to the residents of northern Israel, the Times of Israel reported.

Meanwhile, Hezbollah said it had launched a second attack on the Israeli border town of Kiryat Shmona using rockets and drones. In a statement, the group described the strike as a “qualitative operation” but did not provide details on the impact of the attack. Separately, Al Jazeera Arabic reported that Israeli forces carried out an air strike targeting the heights of the town of Sajd in southern Lebanon.

The escalation came as Iranian missiles or shrapnel were reported to have struck an area near Jerusalem. Israeli media outlets, including Channel 13, reported that an impact was recorded in the Bet Shemesh area west of the city. The extent of damage remains unclear and there were no immediate reports of casualties.

Tensions also reached the Gulf region after Qatar issued an emergency alert warning of an elevated security threat. However, authorities later said the situation had returned to normal after Qatar’s armed forces intercepted a second wave of missiles targeting the country. Qatar’s Defence Ministry said the missiles were successfully intercepted and the threat had been neutralised.

Israeli military officials indicated that the conflict with Iran could continue for several more weeks. Israeli military spokesperson Lieutenant Colonel Nadav Shoshani told reporters that detailed operational plans for the war extend at least three weeks ahead, with additional strategies prepared for a longer campaign.

Shoshani said Israel’s objective is to weaken Iran’s ability to threaten the country by targeting its ballistic missile infrastructure, nuclear facilities and security apparatus. “We want to make sure that the regime is as weak as possible and degrade all its capabilities,” he was quoted as saying by Al Jazeera. He added that the Israeli military still has thousands of potential targets inside Iran.

In Washington, US Treasury Secretary Scott Bessent said the United States is allowing Iranian oil tankers to continue transiting through the Strait of Hormuz to help stabilise global energy supplies. Speaking to CNBC, Bessent said Iranian vessels had already begun moving through the strategic waterway and that shipping activity was gradually increasing.

He added that ships from countries including India and China were also using the route and expressed hope that traffic through the strait would continue to rise despite the conflict.

However, Iran signalled that access to the waterway remains conditional. Iranian Foreign Minister Abbas Araghchi said the Strait of Hormuz remains open but warned it was closed to “enemies” responsible for what he described as aggression against Iran.

The Strait of Hormuz is one of the world’s most important energy corridors, handling a significant share of global oil and liquefied natural gas shipments. Any disruption to the route has immediate consequences for international energy markets.

As the war continues to expand across multiple fronts, from Israel and Lebanon to the Gulf, analysts warn that the conflict risks drawing in more regional actors and further destabilising energy supply routes and maritime security.

Govt says fuel supplies stable, Indian nationals safe amid west asia tensions

New Delhi: The Ministry of Petroleum and Natural Gas, the Ministry of Ports, Shipping, and Waterways, and the Ministry of External Affairs on Monday said fuel supplies remain stable, and Indian nationals in the Gulf region are safe as the government continues to monitor developments in West Asia following the closure of the Strait of Hormuz.

Officials shared the update during an inter-ministerial media briefing at the National Media Centre on March 16. The government has organised regular briefings on the evolving situation since March 11, according to an official statement.

The Ministry of Petroleum and Natural Gas said all refineries are operating at high capacity and maintaining adequate crude oil inventories. India remains self-sufficient in petrol and diesel production and does not require imports of these fuels to meet domestic demand. Oil marketing companies reported no fuel dry-outs at retail outlets and said supplies of petrol and diesel continue normally across the country.

Officials advised citizens not to resort to panic buying and assured them that adequate fuel stocks are available.

Priority sectors continue to receive protected natural gas supplies. Authorities are providing 100% supply to PNG and CNG segments, while supplies to industrial and commercial consumers are being regulated at around 80%.

Commercial LPG consumers in major cities and urban areas have been encouraged to shift to piped natural gas connections through authorised City Gas Distribution companies. Hotels, restaurants, hospitals, and hostels can apply for PNG connections through email, customer portals, letters or call centres of CGD companies. Connections are being provided quickly where pipeline networks already exist.

Several CGD companies have announced incentives to promote PNG adoption. Indraprastha Gas Ltd. and GAIL Gas Ltd. are offering free gas worth Rs 500 to domestic consumers. Mahanagar Gas Ltd. has waived registration charges of Rs 500 for domestic PNG consumers and security deposits for commercial consumers. BPCL has waived security deposits for all commercial PNG connections.

The government said the CGD network is being expanded, and the Petroleum and Natural Gas Regulatory Board has advised companies to accelerate deployment of resources and reduce supply timelines.

Officials said LPG supplies continue under close monitoring in view of the geopolitical situation. No LPG distributorship has reported supply shortages. Online LPG bookings have increased from about 84 percent to nearly 90% across the industry.

Coverage of the Delivery Authentication Code system has expanded from 53% before the crisis to around 72% to prevent diversion of cylinders at the distributor level. Several states and union territories, including Bihar, Delhi, Haryana, Rajasthan, Manipur, and Maharashtra, have issued orders to allocate non-domestic LPG according to the Union government guidelines.

State governments and union territories continue to monitor supplies of essential commodities, including petrol, diesel, and LPG. Most states have set up control rooms and are conducting media briefings to keep citizens informed.

Authorities are also taking enforcement action to prevent hoarding and black marketing. Raids have been conducted in several states, including Uttar Pradesh, Haryana, Andhra Pradesh, Madhya Pradesh, Assam, and Mizoram. Public sector oil marketing companies have carried out surprise inspections at more than 1,100 retail outlets and LPG distributorships to ensure smooth supply.

The government said uninterrupted domestic LPG supply remains its highest priority, particularly for households and essential sectors such as hospitals and educational institutions. Domestic LPG production from refineries has increased by about 36 percent.

Under the amended LPG Control Order issued on 14 March 2026, consumers with PNG connections must surrender domestic LPG connections and cannot obtain new LPG connections. Authorities have revised booking intervals to 25 days in urban areas and up to 45 days in rural areas to ensure equitable distribution.

An additional allocation of 48,000 kilolitres of kerosene has been provided to states and union territories. Authorities have also encouraged the use of alternative fuels such as kerosene and coal to reduce pressure on LPG demand.

Officials urged citizens not to panic and advised consumers to avoid unnecessary LPG bookings. Cylinders can be booked through digital platforms, including IVRS, SMS, WhatsApp, mobile applications of oil marketing companies, and e-commerce platforms. Consumers have also been encouraged to use alternate fuels such as PNG and electric or induction cooktops and to conserve energy.

The Ministry of Ports, Shipping, and Waterways said all Indian seafarers in the Persian Gulf region are safe, and no shipping incident involving them has been reported in the past 24 hours. At present, 22 Indian-flagged vessels with 611 seafarers remain in the western Persian Gulf region.

The Directorate General of Shipping continues to monitor the situation in coordination with ship owners, recruitment agencies, and Indian missions.

Two Indian-flag LPG carriers crossed the Strait of Hormuz on March 14

Since activation of the DG Shipping control room, officials have handled 3,030 phone calls and around 5,497 emails from seafarers, their families and maritime stakeholders seeking assistance. More than 310 calls and 597 emails were received in the past 48 hours.

Authorities have facilitated the safe repatriation of 286 Indian seafarers from the Gulf region so far, including 33 repatriations in the past two days.

Major ports across India are closely monitoring vessel movements and cargo operations while supporting shipping lines and cargo stakeholders. Ports have offered concessions on anchorage, berth hire, and storage charges and are coordinating with customs authorities to facilitate cargo operations.

The Jawaharlal Nehru Port Authority has provided temporary transshipment storage for containers bound for the Middle East. It has also granted a full rebate on ground rent and dwell time charges, and about an 80% rebate on reefer container plug-in charges for up to 15 days.

Officials said no congestion has been reported at any major port. Export-bound containers at JNPA have reduced from around 5,600 to about 3,900. Ports are also providing safe anchorage to loaded vessels bound for the Gulf that are unable to transit.

The Ministry of External Affairs said Indian missions across the region remain in close contact with the Indian community. The government continues to monitor the situation concerning Indian nationals in Iran, where their safety and well-being remain the highest priority.

More than 550 Indian nationals in Iran have crossed into Armenia through the land border with assistance from the Embassy of India in Tehran. Over 90 nationals have crossed into Azerbaijan.

The Embassy of India in Tehran remains fully operational and has relocated Indian students from locations outside the capital to safer areas within Iran.

The government said it remains in contact with companies employing Indian seafarers and members of the fishing community in Iran. Indian nationals have been advised to follow advisories issued by the embassy.

A special MEA control room remains operational to handle queries from Indian nationals and their families. Indian missions across the region continue to operate round-the-clock helplines, maintain contact with community organisations, and issue updated advisories.

Since February 28, around 2,20,000 passengers have returned to India from West Asia and the Gulf region.

Flight operations from Dubai International Airport have begun to resume after a temporary suspension earlier in the day. Limited flights by Indian and UAE carriers are operating from Abu Dhabi, Ras Al Khaimah, and Fujairah. More than 45 flights are scheduled to operate to various destinations in India.

Flights are also operating from airports in Saudi Arabia and Oman to India. Qatar’s airspace remains partially open, and Qatar Airways is expected to operate three flights to India over the next two days.

Airspace in Kuwait has remained closed since 28 February. Special commercial flights by Jazeera Airways are expected to operate from Al Qaisumah International Airport in Saudi Arabia to India. Transit through Saudi Arabia continues for Indian nationals travelling from Bahrain and Iraq, where airspace remains closed.

The government also confirmed that the Embassy of India in Muscat is assisting the families of two Indian nationals who died in an attack in Sohar on March 13. The embassy is coordinating with Omani authorities for the repatriation of the mortal remains and monitoring the condition of injured Indian nationals, none of whom are critically injured.

Officials said the government continues to closely monitor developments in West Asia and maintain coordination among ministries and agencies to ensure preparedness across key sectors while safeguarding national interests.

ZSI scientists discover two new moth species in India

New Delhi: Scientists at the Zoological Survey of India (ZSI) have discovered two new species of Lepidoptera, marking a major milestone in Indian entomology. The newly identified lichen moths are Caulocerahollowayi S. Singh, N. Singh & Bhattacharya, 2026 and Asura buxa Bhattacharya, S. Singh & N. Singh, 2026.

The findings, published on March 2, 2026, in the international taxonomic journal Zootaxa, also include seven new lichen species records from India, according to an official statement.

Dr. Dhriti Banerjee, Director of ZSI, highlighted the significance of the discovery, stating that identifying Caulocerahollowayi and Asura buxa contributes to documenting India’s moth biodiversity.

She noted that studying lesser-known groups such as Lepidoptera is essential to understanding ecosystem functions and to identifying air pollution indicator species in the Indian Himalaya.

She emphasized that the success underscores the importance of continued taxonomic research in biodiversity hotspots.

The research team included Dr. Navneet Singh (Scientist E, ZSI Kolkata), Dr. Santosh Singh (Scientist B, CZRC Jabalpur), and Ms. Srishti Bhattacharya (UGC SRF, ZSI Kolkata). The specimens were collected from Golitar, Sikkim, and Panijhora, West Bengal.

The species are distinguished by their unique wing coloration and fascia arrangements, which make them visually distinct from other lichen moths. Their bristle patterns, also known as chaetotaxy, provide additional morphological evidence for classification. Differences in external genital structures, including the uncus, valva, tegumen, juxta, and aedeagus, further confirm the uniqueness of these species.

These moths play an ecological role as air pollution indicators because their caterpillars feed on lichens, which are sensitive to environmental changes.

In a post on X, Union Environment Minister Bhupender Yadav acknowledged the importance of the discovery, noting that it is a significant contribution to documenting India’s moth biodiversity.

He mentioned that research on lesser-known groups like Lepidoptera is essential for understanding ecosystem functioning in the Himalayas and emphasized the need for sustained taxonomic efforts. He congratulated all the lepidopterists involved in the discovery.

Trump warns NATO faces “very bad” future over Hormuz

New Delhi: US President Donald Trump has warned that NATO could face a “very bad” future if its allies fail to help reopen the Strait of Hormuz.

In an interview with the Financial Times, Trump said countries that benefit from the waterway should help ensure its security. He argued that Europe and China rely heavily on oil supplies from the Persian Gulf compared with the US.

Trump said it was appropriate for countries that benefit from the strait to help ensure that no disruption takes place there. He also warned that a lack of response or a negative response from allies could lead to serious consequences for the future of NATO.

The US president also indicated that he could delay a planned summit with his Chinese counterpart Xi Jinping as Washington presses Beijing to help address the situation.

Several countries have shown caution about joining military efforts in the region, theguardian.com reported.

Japan said it will not send warships for now. Defence Minister Shinjiro Koizumi told parliament that Tokyo was not currently considering launching a maritime security operation related to the Iran situation.

In the UK, officials are preparing plans to deploy minesweeping drones to the strait. Authorities remain concerned that sending warships could escalate tensions in the region.

Australia has also ruled out sending naval vessels. Transport Minister Catherine King said the government had not been asked to contribute ships and was not planning to deploy any.

Meanwhile, authorities in Dubai said a fire near the international airport had been contained. Officials confirmed that emergency teams brought the blaze under control and reported no injuries.

Iranian authorities also reported a series of arrests linked to the ongoing conflict. Police chief Ahmadreza Radan said security forces had detained about 500 people accused of sharing information with hostile groups.

In a separate development, French President Emmanuel Macron spoke with Massoud Pezeshkian and urged Tehran to stop what he described as unacceptable attacks in the region. Macron said France was acting in a defensive framework to protect its interests, support its regional partners and ensure freedom of navigation.

The crisis around the Strait of Hormuz has raised global concerns. About one-fifth of the world’s oil supply normally passes through the waterway. Tensions escalated after Iran announced it would target ships using the route. The disruption pushed oil prices from about USD 65 per barrel to more than USD 100.

Gulveer Singh clocks sub-60 at NYC Half Marathon, finishes third

New Delhi: Indian long-distance runner Gulveer Singh clocked a sub-60-minute time to finish third at the NYC Half Marathon 2026 in New York City on Sunday.

Gulveer finished the race in 59:42. Adriaan Wildschutt of South Africa won the race in 59:30. Zouhair Talbi of the US finished second with a time of 59:41.

The Indian runner became the first athlete from the country to clock a sub-60-minute time in the half-marathon, according to olympics.com.

India’s previous best came from Avinash Sable at the Delhi Half Marathon 2020, where he recorded 1:00:30.

However, Gulveer’s timing will not count as a national record. The New York race follows a point-to-point course. The start and finish are about 11.6 km apart. This exceeds the 10.55 km limit set by World Athletics for record-eligible courses.

As a result, the performance can’t receive official record status. The time will still count for personal bests and international rankings.

The race is part of the NYC Half Marathon and carries the status of a World Athletics Label Road Race on the global road running circuit.

This marked Gulveer Singh’s third competitive race of the year. He started the season by finishing 40th in the senior men’s race at the World Cross Country Championships in January.

In February, he secured third place in the 5000m short track event at the Sound Running Invite held in Winston-Salem.

Gulveer Singh currently trains in Colorado Springs. The 27-year-old holds national records in the 3000m, 5000m, and 10000m. He is also the reigning Asian champion in the 5000m and 10000m events.
