Odisha Vigilance arrests bank official in Rs 5.56 crore education fund fraud

Bhubaneswar: Odisha Vigilance on Wednesday arrested Matruprasad Mohanty, branch head of Jana Small Finance Bank, Bhadrak, for his alleged involvement in a major misappropriation of government funds linked to the Office of the Block Education Officer in Korei, Jajpur district.

Officials said the fraud caused a loss of Rs 5,56,11,495 to the government exchequer. The accused was produced before the Court of the Special Judge, Vigilance, Cuttack.

The investigation revealed an alleged nexus between Matruprasad and his father, Pradip Kumar Mohanty, a retired headmaster who was re-engaged at the BEO office.

Pradip Kumar allegedly gained unauthorized access to the Human Resource Management System (HRMS) and targeted the IDs of 13 retired teachers, according to an Odisha Vigilance release.

He reportedly falsified records to show the pensioners as active employees and prepared monthly pension bills in their names.

Officials said the funds were routed through multiple transactions into accounts held by him and his family members in different branches of the State Bank of India. The alleged fraud continued for nearly six years, from November 2018 to September 2024.

A case has been registered at Cuttack Vigilance Police Station under Case No. 11/2026 under Sections 13(2) read with 13(1)(a) of the Prevention of Corruption (Amendment) Act, 2018, along with Sections 409, 477-A, and 120-B of the IPC.

Investigation into the case is ongoing. The fraud involved the manipulation of HRMS records to generate fake pension bills in the names of retired teachers. The misappropriated funds were diverted through multiple bank accounts linked to the accused and his family members. The alleged illegal activity spanned nearly six years, from November 2018 to September 2024.

Bhubaneswar legislative residential complex work reviewed

Bhubaneswar: Law, Works, and Excise Minister Prithiviraj Harichandan on Wednesday reviewed the ongoing construction of the legislative residential complex in Bhubaneswar and urged contractors to speed up the remaining work to ensure timely completion.

A detailed inspection was conducted at the Unit-4 construction site, covering the entire project area to assess the progress of ongoing activities. Senior officials and the contractor were present during the review.

The residential complex will comprise six towers with a total of 300 flats. It is designed to accommodate 130 legislators and 170 senior officials. Officials said the project also includes provisions for a dedicated sewage treatment plant and groundwater conservation systems within the premises.

In a post on X, the minister said that a green belt will be established around the complex by planting large, beneficial trees to enhance environmental sustainability.

The review meeting was also attended by MLA Babu Singh, Works Department Secretary Sanjay Kumar Singh, Odisha Bridge and Construction Corporation Managing Director Anupam Saha, senior departmental officials, the Chief Engineer, and representatives from the contractor’s side.

Odisha shares digital paddy procurement model with Chhattisgarh delegation

Bhubaneswar: Odisha shared its digital paddy procurement model with a high-level Chhattisgarh delegation during a meeting held at Lok Seva Bhavan on Wednesday.

During the meeting, officials showcased technology-driven measures to ensure transparency and efficiency in the system.

The meeting was chaired by Additional Secretary Sudam Charan Mandal. Senior officials briefed the visiting team on key schemes and digital processes adopted by the Food Supplies and Consumer Welfare Department.

General Manager (Procurement) Ellora Samal and Deputy Secretary Saroj Kumar Panda explained how digital tools are streamlining procurement and strengthening transparency, according to a government release.

The Chhattisgarh delegation included Managing Director of Chhattisgarh State Warehousing Corporation Ashish Tikariha, Deputy Secretary of Chhattisgarh Food, Civil Supplies and Consumer Protection Department Vibhor Agrawal, and two experts from the state marketing federation.

Officials detailed the integration of satellite data with field-level verification. They explained the token-based system for farmers, Aadhaar-based e-KYC registration, and time-bound automation. The team was also briefed on land record integration, IRS scan-based procurement, SMS alerts, and linkage with e-vehicle systems.

The delegation noted Odisha’s system of transferring payments digitally to farmers within 24 to 48 hours of paddy procurement.

Members of the delegation said Odisha’s “digital safeguard” model could be adopted in Chhattisgarh to enhance transparency in paddy procurement and prevent misuse of government funds.
