India has 60 days of oil and one month LPG supply: Govt

New Delhi: India has sufficient oil reserves to meet demand for nearly two months and firm LPG supplies for about a month, the Ministry of Petroleum and Natural Gas said on Thursday, dismissing concerns over shortages amid the ongoing West Asia crisis.

According to an official statement, the country’s total reserve capacity stands at about 74 days, with actual stock cover currently at around 60 days, including crude, petroleum products and strategic reserves. The government also confirmed that crude supplies for the next 60 days have already been secured, ensuring there is no immediate supply gap.

The ministry stressed that petrol and diesel supplies remain uninterrupted across the country, with over one lakh retail fuel outlets functioning normally and no rationing in place. It noted that India, being one of the world’s largest refiners and a net exporter of petroleum products, has a structurally strong domestic supply position.

On LPG availability, the government said domestic production has been ramped up significantly, now meeting more than 60 per cent of the daily requirement. The remaining demand is being met through imports, with around 800 thousand metric tonnes of LPG cargo already secured and en route from multiple countries. Oil companies are currently delivering over 50 lakh cylinders per day, it added.

The ministry also highlighted that India continues to source crude oil from more than 41 countries, with increased global availability compensating for disruptions in traditional supply routes such as the Strait of Hormuz. All refineries are operating at over 100 per cent capacity to maintain steady fuel production.

Addressing concerns over supply shortages, the government warned against misinformation circulating on social media, stating that such claims are misleading and aimed at creating unnecessary panic. It urged citizens to rely only on official communication and cautioned that spreading false information about essential commodities could invite legal action.

The ministry reiterated that India’s energy ecosystem remains resilient, with adequate stocks, diversified sourcing, and robust infrastructure ensuring uninterrupted supply of fuel and cooking gas across the country.

IOC restricts female category to biological females from LA28

New Delhi: The International Olympic Committee (IOC) on Thursday approved a new policy restricting participation in the female category at Olympic events to biological females. The rule will take effect from the Los Angeles 2028 Olympic Games and will not apply retrospectively.

The policy applies across all Olympic sports, covering both individual and team events. It states that eligibility for the female category will be limited to athletes who are biological females, the IOC said in a press release.

Eligibility will be determined through screening for the Sex-determining Region Y (SRY) gene, which the IOC considers a reliable biological marker of male sex development. The test can be conducted using saliva, cheek swab, or blood samples and is described as minimally intrusive.

Athletes who test negative for the SRY gene will meet the eligibility criteria permanently. Unless there is reason to question the result, the test will generally be conducted only once in an athlete’s lifetime.

The policy provides limited exceptions for athletes with specific differences in sex development, including those diagnosed with Complete Androgen Insensitivity Syndrome, where no performance advantage from testosterone is present.

Athletes who test positive for the SRY gene will not be eligible to compete in the female category. However, they can participate in other categories, including male, mixed, or open events, depending on qualification criteria.

IOC President Kirsty Coventry said the policy is grounded in scientific evidence and expert medical advice. She emphasized that fair competition is central to Olympic sport and that even small physical advantages can determine outcomes at the highest level.

She also stated that all athletes must be treated with dignity and respect, and that the policy includes provisions for education, counselling, and access to medical support to guide athletes through the process.

Odisha amends municipal rules to enhance financial powers of executive officers

Bhubaneswar: The Odisha government on Wednesday notified amendments to the Odisha Municipal Rules, 1953, to streamline administrative processes and enhance the financial powers of executive officers in urban local bodies.

The Housing and Urban Development Department issued the notification after considering objections and suggestions received on the draft published earlier in January under the provisions of the Odisha Municipal Act, 1950.

The amended rules, titled the Odisha Municipal (Amendment) Rules, 2025, will come into force from the date of publication in the Odisha Gazette.

Under the revised provisions, the Executive Officer can incur contingent expenditure up to Rs 10,000 per instance without inviting quotations, based on a recorded certification regarding quality and price. The officer can also approve expenditure up to Rs 3 lakh on the recommendation of a Local Purchase Committee comprising the Executive Officer, Accounts Officer of the Panchayat Samiti, a representative of the District Collector or Project Director of DUDA, and the municipal accountant.

The rules mandate that the committee must assess market rates, quality, and specifications before recommending purchases. Members must jointly certify that the goods meet required standards and are procured at reasonable prices from reliable suppliers. The Executive Officer must report such expenditure to the council in its next meeting, subject to the availability of funds in the municipal budget.

The amendment also revises payment procedures. Payment orders up to Rs 10 lakh will be signed by the Executive Officer alone. For amounts exceeding Rs 10 lakh, joint approval of the Executive Officer and the Chairperson, or the Vice-Chairperson in the absence of the Chairperson, will be required. Salary bills up to Rs 25 lakh can be sanctioned and signed by the Executive Officer, while higher amounts will require joint approval.

If a bill submitted to the chairperson is not approved or returned with reasons within seven days, the Executive Officer can get it countersigned by the District Magistrate.

The rules further empower Executive Officers to accord administrative sanction for works up to Rs 10 lakh, including emergent works. Projects exceeding this amount will require approval of the Chairperson.

The government stated that the amendments aim to remove administrative bottlenecks, ensure faster decision-making, and improve efficiency in municipal governance.

Odisha Vigilance raids five locations linked to irrigation SDO in disproportionate assets case

Berhampur: Odisha Vigilance on Thursday conducted simultaneous raids at five locations linked to Panchu Behera, Sub-Divisional Officer (SDO) of Daha Irrigation Sub-Division in Ganjam district, over allegations of possession of disproportionate assets.

Officials carried out the searches on the basis of warrants issued by the Special Judge, Vigilance, Berhampur. A team comprising three Deputy Superintendents of Police, seven inspectors, and other staff led the operation across multiple premises in Ganjam district.

The searches covered his triple-storeyed residential building at Basant Vihar in Berhampur, a government quarter at Bhanjanagar, his office chamber in Bhanjanagar, his paternal house at Polasara, and a relative’s house at Bima Nagar in Berhampur, according to Odisha Vigilance.

During the searches, vigilance officials unearthed cash amounting to Rs 18.90 lakh, including Rs 15.13 lakh from his residential house in Berhampur and Rs 3.72 lakh from the government quarter at Bhanjanagar.

Investigators also detected a triple-storeyed building with an area of around 3,550 square feet at Basant Vihar in Berhampur and five valuable plots in and around the town. The vigilance technical wing is carrying out measurement and valuation of these properties.

Officials further found a concrete mixer machine purchased in 2024 for about Rs 57 lakh and a JCB machine purchased in 2025 for around Rs 37 lakh. A four-wheeler and three two-wheelers were also identified during the searches.

Bank and postal deposits, along with other financial investments, are being examined. The weighing and assessment of gold ornaments are also underway.

Behera joined government service on September 27, 2011, as an Assistant Engineer with a consolidated salary of Rs 9,300 per month. He was initially posted in the Panchayati Raj and Drinking Water Department at Koksara block in Kalahandi district and served there until November 2015.

He later worked at the Dharmagarh block in Kalahandi and subsequently at the Chakapada block in Phulbani district until April 2022. He returned to the Irrigation Department in April 2022 and has since been serving as Sub-Divisional Officer at Daha Irrigation Sub-Division under Bhanjanagar Irrigation Division in Ganjam district.

Odisha Vigilance said the investigation is ongoing and further details are awaited as the assessment of assets continues.

India ramps up energy security and citizen safety measures amid West Asia crisis

New Delhi: The Union government on Thursday intensified measures to safeguard energy supply, maritime operations, and the welfare of Indian nationals in view of the evolving situation in West Asia.

The government said it is closely monitoring developments, including the continued closure of the Strait of Hormuz, and has initiated a coordinated response to maintain stability across critical sectors.

All refineries are operating at high capacity with adequate crude inventories in place. Authorities have confirmed sufficient availability of petrol and diesel across the country. Domestic LPG production from refineries has been increased to support consumption, according to a release from the Petroleum and Natural Gas Ministry.

Fuel retail outlets are functioning normally nationwide. The government acknowledged that rumours in some regions triggered panic buying, leading to unusually high sales and crowding. It clarified that adequate stocks are available at all petrol pumps and urged citizens not to believe misinformation.

Natural gas supply has been prioritised for domestic PNG connections and CNG transport, with 100% supply ensured for these segments. Industrial and commercial consumers connected to the grid are receiving around 80% of their average consumption. Authorities have directed city gas distribution companies to prioritise PNG connections for commercial establishments such as restaurants, hotels, and canteens to address concerns over commercial LPG availability.

The government has taken multiple steps to accelerate the expansion of city gas distribution infrastructure. It has urged states and union territories to expedite approvals for network expansion and facilitate right-of-way permissions. Petroleum and Explosives Safety Organisation has directed its offices to process applications within 10 days.

The Petroleum and Natural Gas Regulatory Board has instructed CGD entities to connect residential institutions, including schools, hostels, and community kitchens, through PNG within five days where pipeline infrastructure exists.

The Ministry of Road Transport and Highways, in a press release, introduced an accelerated approval framework for CGD infrastructure with reduced timelines for a period of three months. The government has also notified the Natural Gas and Petroleum Products Distribution Order, 2026, under the Essential Commodities Act to streamline approvals and facilitate faster pipeline expansion. Officials said these measures will strengthen last-mile connectivity and support the transition to a gas-based economy.

City gas distribution entities reported over 11,000 PNG connections across 110 key geographical areas in a single day, reflecting the push for rapid expansion.

LPG supply has been affected due to the geopolitical situation. However, domestic LPG distribution remains stable with no reported dry-outs at distributorships. Delivery of domestic LPG cylinders continues without disruption.

The government has increased the allocation of commercial LPG in phases. It has restored partial supply and raised the total allocation to 50%, including additional allocations linked to ease-of-doing-business reforms for PNG expansion. Priority sectors include restaurants, hotels, industrial canteens, food processing units, community kitchens, and subsidised outlets.

A total of around 25,922 metric tonnes of commercial LPG has been uplifted by entities across states and union territories since March 14. More than 37,000 five-kilogram cylinders were sold in a single day to support smaller consumers and migrant labourers.

To reduce pressure on LPG demand, the government has allocated an additional 48,000 kilolitres of kerosene to states and union territories. Several states have already issued allocation orders, while others are in the process of identifying distribution points.

On maritime operations, the Ministry of Ports, Shipping, and Waterways said in a press release that it is closely monitoring shipping movements and ensuring the safety of Indian seafarers. All Indian-flagged vessels in the region are reported safe, with no incidents recorded in the past 24 hours.

Twenty Indian-flagged vessels with 540 Indian seafarers remain in the western Persian Gulf. A 24×7 control room operated by the Directorate General of Shipping continues to assist stakeholders and has handled more than 4,200 calls and over 8,200 emails since activation. Authorities have facilitated the safe return of more than 674 Indian seafarers, including 39 in the past 24 hours.

Port operations across India remain normal, with maritime boards in coastal states confirming smooth functioning and no congestion.

In a press release, the Ministry of External Affairs said it is maintaining close coordination with Indian missions in the region. Missions are operating round the clock, issuing advisories and assisting Indian nationals, including students, seafarers, and short-term visitors.

Flight operations are gradually improving with additional services being arranged. Around 4.5 lakh passengers have returned to India since February 28. Authorities are facilitating travel through alternative routes where airspace restrictions remain in place, including transit through neighbouring countries.

The government said it will continue to monitor the situation closely and take necessary steps to ensure an uninterrupted energy supply, maritime safety, and the welfare of Indian citizens.

Infosys to acquire Optimum Healthcare IT, Stratus to boost healthcare and insurance capabilities

New Delhi: Infosys on Wednesday announced definitive agreements to acquire two US-based firms, Optimum Healthcare IT and Stratus, to strengthen its presence in the healthcare and insurance sectors.

The company said the acquisitions will enhance its domain expertise and accelerate AI-led digital, cloud, and data transformation for global clients. The move is part of Infosys’ strategy to expand its capabilities in sector-focused consulting and technology services.

Optimum Healthcare IT is a US-based healthcare digital transformation and consulting firm known for supporting provider organisations in large-scale clinical and operational transformation. The company has been recognised as a Best in KLAS firm and brings deep provider domain expertise along with a proven delivery model.

In a media release, Infosys said the acquisition will strengthen its collaboration with health systems and expand its footprint in the provider segment. Clients of Optimum Healthcare IT will gain access to Infosys’ broader offerings, including AI, cloud, cybersecurity, infrastructure, and application transformation services.

Stratus, also based in the US, operates in the property and casualty insurance segment and brings a team of more than 450 professionals. The company is a leading Guidewire partner and offers end-to-end capabilities across PolicyCenter, ClaimCenter, BillingCenter, cloud migration, and application services. It has a delivery presence across the US, Canada, and India.

Infosys said the integration of Stratus will strengthen its insurance portfolio, particularly in the property and casualty segment, where demand for AI-led transformation is growing. The company expects to expand its reach among insurers and enhance its capabilities in core modernisation, cloud adoption, and data-driven decision-making.

Infosys Chief Executive Officer Salil Parekh said the company sees strong value in combining Optimum Healthcare IT’s provider expertise with its AI and cloud platforms. He stated that this integration will help accelerate large-scale digital transformation across healthcare systems.

Infosys Senior Vice President and Head of Insurance Kannan Amaresh said AI is reshaping the insurance sector and driving improvements in underwriting, claims processing, and risk management. He added that the acquisition of Stratus will strengthen Infosys’ ability to deliver advanced transformation solutions for insurers.

Gene Scheurer, Chief Executive Officer of Optimum Healthcare IT, said the company expects to accelerate its AI and digital growth with Infosys’ global scale while maintaining its service model and healthcare focus. Jason Mabry, President and Co-Founder of Optimum Healthcare IT, said the company will continue to prioritise its people and client relationships while expanding its capabilities.

Chuck Fillizola, Chief Executive Officer of Stratus, said the company believes the partnership with Infosys will help scale its platform modernisation capabilities globally while maintaining its consulting-led approach and focus on execution.

Infosys said both transactions are expected to close in the first quarter of FY2027, subject to regulatory approvals and completion of closing conditions.

Odisha moves to withdraw four salary amendment bills for MLAs and ministers

Bhubaneswar: The Odisha government on Thursday moved to withdraw four amendment bills related to salaries and allowances of MLAs and ministers following widespread criticism.

According to an official notice issued by the Odisha Legislative Assembly Secretariat, Health and Family Welfare Minister Dr. Mukesh Mahaling has sought permission to withdraw the bills. The minister will move the proposal in the House, and the withdrawal will take effect after approval.

The bills proposed for withdrawal include the Odisha Legislative Assembly Members’ Salary, Allowances and Pension (Amendment) Bill, 2025, the Odisha Legislative Assembly Speaker’s Salary and Allowances (Amendment) Bill, 2025, the Odisha Legislative Assembly Deputy Speaker’s Salary and Allowances (Amendment) Bill, 2025, and the Odisha Ministers’ Salaries and Allowances (Amendment) Bill, 2025.

The move comes amid strong public and political reactions to the proposed revisions, which had drawn attention over a significant increase in salaries and allowances of elected representatives.

Assembly Secretary Satyabrata Rout informed all members through a formal communication issued on March 26. Copies of the notice have been circulated to key authorities, including the Governor’s office, Advocate General, and concerned departments.

The development signals a likely rollback of the proposed changes, pending approval of the House.

14 killed as bus-truck collision triggers fire in Andhra

Vijayawada: At least 14 people were killed and 23 others injured after a private bus collided head-on with a tipper truck and caught fire in Andhra Pradesh’s Markapuram area on Thursday morning.

According to initial reports, the bus, carrying more than 37 passengers, was travelling from Jagityal in Telangana to Kaligiri in Nellore district when it collided with a gravel-laden truck. The impact led to a fire, leaving several passengers trapped inside. Many of the victims were charred to death.

Rescue operations were launched immediately, with local residents assisting emergency teams in evacuating survivors from the burning vehicle. The injured were shifted to a nearby hospital, where they are undergoing treatment. The driver of the truck also sustained injuries and was hospitalised.

Authorities have begun efforts to identify the victims and contact their families. The cause of the accident is yet to be determined and is under investigation.

Prime Minister Narendra Modi expressed grief over the incident and announced financial assistance for the victims’ families. In a post on X, the Prime Minister’s Office said, “The mishap in Markapuram district, Andhra Pradesh, is tragic. Condolences to those who have lost their loved ones. May the injured recover at the earliest.”

An ex-gratia of ₹2 lakh from the Prime Minister’s National Relief Fund will be provided to the next of kin of each deceased, while the injured will receive ₹50,000, the statement added.

Meanwhile, Chief Minister N. Chandrababu Naidu held a teleconference with senior officials and ministers, directing them to ensure the best possible medical care for the injured. He also announced compensation for the families of those killed and those injured in the accident.

Health minister reviews fire safety in healthcare institutions with district collectors

Bhubaneswar: To strengthen fire safety measures in all healthcare institutions across Odisha, Health and Family Welfare Minister Dr. Mukesh Mahaling held a high-level review meeting with all district collectors on Wednesday through a virtual mode at Lok Seva Bhavan.

The minister directed all district collectors to carry out inspections of fire safety infrastructure in healthcare institutions. He asked them to prepare necessary estimates and complete the work within a fixed timeline.

As per the instructions of Chief Minister Mohan Charan Majhi, strict compliance with fire prevention and firefighting systems in hospitals is being ensured. Directions have been issued to form special task forces, conduct mock drills, carry out regular inspections, and expedite ongoing fire safety projects.

Officials in all districts have been instructed to implement these measures with priority, the minister said in a post on X.

During the review, the minister emphasized patient safety and directed district collectors to ensure regular fire safety checks in all medical colleges, district headquarters hospitals, and other healthcare centres. He stated that all fire safety equipment must remain functional at all times. Regular fire safety audits and mock drills must be conducted.

He also instructed authorities to coordinate with the Fire Services and Works Department to take necessary steps.

The meeting was attended by Works Department Principal Secretary Sanjay Kumar Singh, Special Relief Commissioner Rajesh Prabhakar Patil, Health Department Commissioner-cum-Secretary Aswathy S, Agriculture and Farmers’ Empowerment Department Secretary Sachin Ramchandra Jadhav, along with senior health officials. District collectors, chief medical officers, fire officers, and medical college principals and superintendents from all districts joined the meeting virtually.

Iran rejects US negotiations, tensions escalate across Middle East

New Delhi: Iran on Wednesday dismissed any plans to negotiate with the US while intensifying military operations in the Middle East. The escalation comes amid ongoing conflict and international diplomatic efforts to broker a ceasefire.

Iranian Foreign Minister Abbas Araghchi said on state television that Tehran had not engaged in talks to end the war and has no plans to do so. He added that speaking about negotiations at this stage would amount to admitting defeat, according to theguardian.com.

The statement followed reports from Iranian state TV’s English-language channel quoting an anonymous official, saying Iran rejected a US ceasefire proposal and submitted its own conditions for ending the fighting. Pakistani officials who reportedly conveyed the US proposal described the 15-point plan in broad terms.

The US administration maintained that discussions with Iran continue. White House Press Secretary Karoline Leavitt said on Wednesday that talks remain productive, echoing President Donald Trump’s earlier remarks. She warned that diplomatic failure could trigger more intense military actions.

Maintaining a firm stance, US President Doland Trump asserted that Iran is indeed negotiating, but is hesitant to acknowledge it publicly out of fear of internal backlash as well as potential consequences from the US. “They’re afraid to say it because they figure they’ll be killed by their own people”, Trump said, adding that “they’re also afraid they’ll be killed by us”.

Meanwhile, the regional conflict is intensifying. Iran has launched additional attacks targeting Israel and Gulf Arab nations. Hezbollah also rejected ceasefire talks with Israel. The Israeli military carried out fresh strikes in southern Lebanon and expanded a “buffer zone.”

Lebanon’s National News Agency reported artillery shelling and airstrikes across multiple southern locations on Wednesday. The health ministry confirmed at least eight fatalities. An airstrike targeted Beirut’s southern suburbs, a Hezbollah stronghold. Israel said it struck a command center after issuing renewed evacuation warnings. Agence France-Presse reported streets littered with debris, including shattered cement and twisted metal. Upper floors of apartment buildings were damaged. Most of the area had been evacuated due to repeated attacks.

The crisis is affecting global diplomacy. Trump will meet Chinese President Xi Jinping in mid-May. His first scheduled visit in eight years was postponed due to the Middle East conflict. Trump announced on social media that he will visit Beijing on May 14–15 and host Xi in Washington later this year. Joint US-Israel military operations targeting Iran have added tension to US-China relations, as Iran remains a key oil supplier to China.

International involvement is also growing. Reports cited by the Financial Times indicate Russia is close to completing a phased shipment of drones, medicine, and food to Iran. Western intelligence sources told the FT that senior Iranian and Russian officials began secret discussions about the deliveries days after joint US and Israeli attacks on Tehran on February 28. Processing of the shipments began early this month and is expected to conclude by the end of March.
