Bhubaneswar: The Cabinet, chaired by Chief Minister Mohan Charan Majhi, on Saturday approved the setting up of an integrated automobile, aerospace, and defence equipment manufacturing complex by the Kalyani Group at Gajamara in Dhenkanal district.
The project entails an investment of ₹17,250 crore and is expected to generate employment for around 20,000 people.
The project will be developed over around 1,100 acres and will comprise a specialty steel unit by Kalyani Steel, a super alloy manufacturing facility by Saarloha Advanced Materials Private Limited, and an industrial component casting and forging unit by Bharat Forge, Majhi said in a post on X.

Among other key decisions, the Cabinet approved the State Cooperation Policy, 2026, aimed at strengthening primary agricultural credit societies, LAMPCS, cooperative banks, cooperative marketing and processing societies, and cooperatives in dairy, tribal, handloom, fisheries, and housing sectors to improve service delivery and last-mile outreach.
The Cabinet also cleared the establishment of the State Council on Science and Technology to promote scientific temper among students and enhance public awareness of technology, with a budget allocation of Rs254.85 crore for the period from FY 2025–26 to FY 2029–30.
Approval was granted for framing the Odisha Uniformed Services Staff Selection Commission (Method of Recruitment and Conditions of Service of the Chairman and Members) Rules, 2026, and for providing financial support for flight operations from Bhubaneswar to Dubai and Singapore to boost international connectivity.
In addition, the Cabinet approved the upgradation of minor irrigation projects with diversion weirs to strengthen irrigation infrastructure across the State.
