Bhubaneswar: Tata Consultancy Services (TCS) has won a Rs 122.6 crore bid to implement the next phase of the Odisha State Workflow Automation System (OSWAS 3.0), extending its partnership with the Odisha government by around six years.
The announcement was made by TCS on Tuesday. The new governance platform will be powered by TCS DigiBOLT and will bring workflow automation, system integration, analytics, security and AI-enabled capabilities onto a common digital foundation.
OSWAS 3.0 will build on Odisha’s transition from largely paper-based government processes to digital administration. The system enables digital file movement, electronic approvals, real-time tracking and easier access to records, TCS said in a press release.
Since its introduction in 2009, OSWAS has replaced paper-based filing and manual follow-ups with a digital workflow. The system currently supports more than 4,600 government offices and nearly 50,000 users across Odisha.
Vishal Kumar Dev, Additional Chief Secretary to the government of Odisha, E&IT Department and Chairman of the Odisha Computer Application Centre (OCAC), said OSWAS had evolved into the digital backbone of the state government.
He said OSWAS 3.0 would build on this foundation through modern microservices-based architecture, artificial intelligence, enhanced security, interoperability and web accessibility. He added that the platform would simplify routine administrative tasks and support faster decision-making.
Dev also said the upgraded platform would include Odia language support and deeper integration with government applications. According to him, these capabilities would help accelerate the process from decision-making to implementation and support more efficient, outcome-driven governance.
Sushil Jain, Head-Public Services India at TCS, said Odisha had remained ahead in using technology to make governance more efficient and transparent.
He said OSWAS 3.0 would strengthen the existing digital foundation through a more secure, scalable and mobile-first platform. He added that it would provide officials with greater speed and visibility while strengthening accountability and supporting a more connected administration.
Odisha’s move towards paperless administration began in 2009 when TCS introduced OSWAS 1.0 to digitise file processing and official correspondence within the Odisha Secretariat.
OSWAS 2.0 was introduced in 2018 with a technology refresh, stronger infrastructure and a wider rollout across directorates, districts and corporations. This expanded the platform’s use across the state administration.
The latest phase, OSWAS 3.0, will introduce a modern, secure and scalable platform based on microservices architecture. It will also incorporate AI-enabled capabilities and a mobile-first design, along with Odia language support and integration with government systems.
TCS has also supported several other digital initiatives of the Odisha government. These include the Odisha Birth and Death Registration System, digital solutions supporting Mission Shakti’s Women Self Help Group interest-subvention processes, and the Integrated Financial Management System.
The company has also worked on OSWAS and the Odisha Judicial Workflow Automation System for the High Court of Orissa.
TCS said its OSWAS 3.0 win reinforces its experience in helping state governments modernise public administration through technology. It cited OSWAS in Odisha and RajKaj in Rajasthan, along with initiatives in Tamil Nadu and Gujarat, as examples of technology-led efforts to simplify processes, connect systems and improve public delivery.
The company said these platforms are tailored to the needs of individual states while integrating workflows with AI capabilities, allowing governments to add new capabilities as required.
