Bhubaneswar: Odisha Vigilance on Tuesday arrested Mir Imtiyaz Ali, a Junior Assistant at CHC Fasimal, for alleged criminal breach of trust and misappropriation of government funds amounting to Rs 1,15,14,539.
Ali was serving as Junior Assistant at CHC Fasimal under Jamankira Block and was also holding additional charge as Junior Assistant at CHC Govindpur under Bamra Block in Sambalpur district.
According to the Odisha Vigilance investigation, the alleged financial irregularities took place during the financial years 2021-22 to 2026-27.
The Vigilance found that Ali allegedly generated false online and offline bills under different financial heads, including arrear salaries, unutilised leave encashment and provisional pensions, in the names of retired employees attached to CHC Fasimal.
The investigation alleged that instead of routing the amounts to the concerned retirees or depositing them with the government, Ali manipulated the disbursement process and diverted Rs 70,57,450 to his bank accounts for personal gain.
A similar modus operandi was allegedly adopted during his tenure as Junior Assistant at CHC Govindpur under Bamra Block. The Vigilance alleged that Rs 44,57,089 was misappropriated during the same period.
The total amount allegedly misappropriated from the two health centres stands at Rs 1,15,14,539.
Odisha Vigilance has registered two cases in connection with the alleged financial irregularities. The cases were registered as Sambalpur Vigilance Police Station Case Nos. 14 and 15 dated September 8, 2026.
The cases have been registered under Section 13(2) read with Section 13(1)(a) of the Prevention of Corruption Act, as amended in 2018, along with Section 316(5) of the Bharatiya Nyaya Sanhita, 2023.
Ali will be forwarded to the Special Judge, Vigilance, Sambalpur, the Vigilance said.
Further investigation into the cases is in progress.
In a separate case, Odisha Vigilance arrested three panchayat-level officials in Bhogarai Block of Baleshwar district in connection with the alleged fraudulent diversion and misappropriation of government funds amounting to more than Rs 16.76 lakh.
The funds were allegedly meant for elderly beneficiaries, according to the Odisha Vigilance.
The arrested persons have been identified as Subrat Kumar Pati, former Panchayat Executive Officer (PEO) of Kakhara Gram Panchayat and presently posted at Kusuda GP; Chittaranjan Bagsing, former PEO of Kumbharmuli GP and presently posted at Khaira Block; and Goutam Dalai, Accountant-cum-Data Entry Operator at Jaleswarpur GP under Bhogarai Block.
