Israel, Lebanon agree to 10-day ceasefire, claims Trump

Israel and Lebanon have agreed to a 10-day ceasefire following diplomatic efforts led by the United States, marking a potential pause in weeks of intense cross-border conflict.

In a Truth Social post, US President Donald Trump announced that the ceasefire will take effect at 5 p.m. EST on Thursday, following what he described as constructive conversations with Lebanese President Joseph Aoun and Israeli Prime Minister Benjamin Netanyahu.

“I just had excellent conversations with the Highly Respected President Joseph Aoun, of Lebanon, and Prime Minister Bibi Netanyahu, of Israel,” Trump wrote. 

“These two Leaders have agreed that in order to achieve PEACE between their Countries, they will formally begin a 10 Day CEASEFIRE at 5 P.M. EST.”  

He said the temporary truce is aimed at creating conditions for a broader and lasting peace between the two sides.

The announcement comes after nearly six weeks of hostilities, during which Israel launched operations in Lebanon targeting the Iran-backed Hezbollah group. The conflict has led to widespread destruction and displaced more than one million people in Lebanon.

Confirming the development, the Lebanese presidency said President Aoun spoke with Trump and expressed support for efforts to secure a ceasefire and long-term stability. Trump, in turn, reiterated his commitment to advancing a truce at the earliest possible time.

Lebanese Prime Minister Nawaf Salam welcomed the ceasefire, stating that Lebanon had been seeking an end to hostilities since the beginning of the conflict. While describing the agreement as a positive step, he also expressed condolences to families affected by the violence and voiced hope that displaced citizens would soon be able to return to their homes.

Salam acknowledged the role of international and regional actors in facilitating the agreement, including the United States, European countries, and key Middle Eastern partners such as Saudi Arabia, Egypt, Qatar, and Jordan.

Trump said he has directed senior US officials, including Vice President JD Vance and Secretary of State Marco Rubio, to work with both countries to build on the ceasefire and move toward a lasting resolution. He also indicated plans to invite the leaders of Israel and Lebanon to Washington for further discussions.

While the ceasefire raises hopes for de-escalation, questions remain over its durability, particularly as Hezbollah, a central actor in the conflict, is not formally part of the agreement.

The coming days are expected to test whether the temporary pause can translate into a more sustained diplomatic breakthrough in a region marked by prolonged instability.

Odisha signs MoU with JHPIEGO to strengthen healthcare services

Bhubaneswar: The government of Odisha on Thursday signed a Memorandum of Understanding (MoU) with Johns Hopkins Program for International Education in Gynecology and Obstetrics (JHPIEGO) to enhance the quality of healthcare services across the state.

The agreement was signed in the presence of Health and Family Welfare Minister Dr. Mukesh Mahaling. Officials said the partnership aims to deliver world-class healthcare services in critical areas such as nursing care, maternal and child health, non-communicable disease management, nutrition, and emergency obstetric care.

The MoU was formalised at Lok Seva Bhawan, where Special Secretary Santosh Mishra signed on behalf of the state government, while National Director Amit Shah represented Jhpiego.

Officials clarified that the agreement is service-oriented and does not involve any financial transaction. It is focused on the exchange of technical expertise and knowledge to improve healthcare delivery systems.

Mahaling said the collaboration would strengthen cooperation between the state government and JHPIEGO across several domains. He noted that the partnership would provide technical support in healthcare planning, policy formulation and analysis, while also enabling the adoption of global best practices tailored to Odisha’s needs.

He further stated that the initiative would help improve the quality of healthcare services through enhanced training systems, capacity building of trainers, and wider use of digital and e-learning platforms, including simulation-based training.

Senior officials of the Health and Family Welfare Department, including Secretary S Aswathy, participated in the meeting. Deputy Secretary Aruna Tripathy coordinated the event and delivered the vote of thanks.

CM Majhi congratulates Tina Rath, Alisha Biswal for perfect CBSE class 10 scores

Bhubaneswar: Chief Minister Mohan Charan Majhi on Thursday congratulated two students from the state for achieving perfect scores in the Central Board of Secondary Education (CBSE) Class 10 examination.

Tina Rath and Alisha Biswal secured 500 out of 500 marks, earning national-level distinction. In a post on X, the chief minister described their achievement as a moment of pride for Odisha.

He stated that the success of the two students reflects the growing emphasis on empowering women and promoting “Nari Shakti” in the state. He noted that such accomplishments demonstrate the potential of girls to excel when provided with the right opportunities.

Majhi further said that the achievement stands as a strong example of the state’s commitment to advancing women and encouraging academic excellence among young students.

He extended his best wishes to both students for their future and also congratulated all successful candidates of the examination.

The CBSE announced the Class 10 examination results on Wednesday, with over 25 lakh students registered across the country. Among them, Rath secured a perfect score of 500 out of 500, achieving 100% marks and emerging as one of the top performers at both the national and state levels.

In Odisha, a total of 65,204 students from 741 schools had enrolled for the examination. Out of these, 64,900 students appeared, and 60,788 cleared the exam, resulting in an overall pass percentage of 93.66% in the state.

India, Austria deepen ties as Modi, Chancellor Stocker hold talks, ink agreements

New Delhi: Prime Minister Narendra Modi held wide-ranging talks with Austrian Chancellor Christian Stocker in New Delhi on Thursday, as the two sides signed multiple agreements to deepen bilateral cooperation.

The meeting took place at Hyderabad House during Stocker’s four-day visit to India, his first since assuming office last year. According to an official statement, the discussions focused on strengthening ties across key sectors, including trade, investment, technology, renewable energy, and cultural exchanges.

Both leaders also reviewed regional and global developments and explored ways to enhance coordination in multilateral forums. Following the talks, the two sides exchanged Memorandums of Understanding aimed at expanding cooperation.

During the joint press interaction, Modi stated that Stocker’s visit marked a significant moment in bilateral relations, noting that it came after several decades since an Austrian chancellor visited India. He said the visit reflected Austria’s commitment to strengthening ties with India and would add fresh momentum to cooperation.

He further said that the recent India-European Union Free Trade Agreement had opened a new chapter in India’s relations with the European bloc, and expressed confidence that Stocker’s visit would energise trade and investment flows between the two countries.

Highlighting future collaboration, the prime minister said India and Austria would combine their strengths to build reliable technology and supply chains. He noted that both sides would deepen partnerships in areas such as defence, semiconductors, quantum technologies, and biotechnology.

He also pointed to a newly signed agreement between IIT Delhi and Austria’s Montan University as a step forward in knowledge exchange. He added that both countries would expand cooperation in research and startups, while also advancing mobility under an existing migration and mobility agreement, including in the nursing sector.

The PM further stated that a new India-Austria Working Holiday Programme had been launched to strengthen people-to-people ties.

On global issues, he said both countries shared the view that military conflict could not resolve crises and emphasised the need for lasting peace, including in regions such as Ukraine and West Asia.

In a post on X, Stocker said: “Together, we are taking our partnership to a new level: we will strengthen cooperation in areas such as trade, technology, and green energy. This will create new opportunities for our people and businesses. Our relationship will continue to grow even stronger across all areas with the future implementation of the EU-India Free Trade Agreement.”

Earlier in the day, Chancellor Stocker paid tribute to Mahatma Gandhi at Rajghat, where he laid a wreath and reflected on Gandhi’s enduring message of peace and non-violence.

Odisha signs MoU for marine spatial planning under India-Borway initiative

Bhubaneswar: The government of Odisha on Thursday signed a key agreement to strengthen scientific planning and sustainable management of its coastal and marine resources, marking a major step towards long-term ocean governance.

Chief Minister Mohan Charan Majhi announced that the Science and Technology Department has entered into a Memorandum of Understanding with the National Centre for Coastal Research under the Ministry of Earth Sciences. The agreement has been formalised under the India-Norway Collaboration on Sustainable Ocean Planning (INOSOP Phase-II).

Highlighting Odisha’s deep historical and cultural connection with the sea, the chief minister noted that the ocean, traditionally referred to as “Mahodadhi,” has played a crucial role in shaping the state’s civilisation, economy, and spiritual life over centuries.

“The Marine Spatial Plan envisioned under this MoU will provide a robust and inclusive framework to harmonise growth across fisheries, ports, tourism, and offshore energy, while safeguarding our rich marine ecosystems and biodiversity. It is a vision not just for today, but for every generation that will stand on these shores in the years to come,” the CM said in a post on X.

He added: “Guided by the visionary leadership of Hon’ble Prime Minister Shri @narendramodi Ji and rooted in Odisha’s commitment to sustainable development, this initiative will strengthen our Blue Economy, enhance climate resilience, and accelerate our march towards Samruddha Odisha 2036.”

Majhi further said that the initiative is designed to address both present and future needs. It seeks to promote sustainable development, strengthen climate resilience, and enhance the state’s blue economy potential.

He added that the initiative aligns with the broader vision of Narendra Modi and reflects Odisha’s commitment to achieving long-term development goals, including the vision of “Samruddha Odisha 2036.”

Emphasising the responsibility towards preserving ocean resources, Majhi said the state remains committed to managing its coastal wealth with scientific planning and a long-term perspective, ensuring benefits for future generations.

NCW forms probe panel over alleged harassment at TCS Nashik unit

New Delhi: The National Commission for Women (NCW) has taken suo motu cognisance of serious media reports alleging sexual harassment of women employees at a Tata Consultancy Services BPO unit in Nashik.

According to the reports, an initial inquiry into a complaint about religious practices led to grave allegations. These include claims of sexual harassment, rape, and attempts at forced religious conversion involving certain individuals in supervisory roles.

Taking a serious view of the matter, the Commission has constituted a fact-finding committee under the National Commission for Women Act, 1990. The panel is scheduled to visit the site of the incident on April 18 to conduct a detailed inquiry, the NCW said in a lengthy post on X.

The committee comprises former Bombay High Court judge Justice Sadhna Jadhav, former Haryana DGP B. K. Sinha, Supreme Court advocate Monika Arora, and NCW senior coordinator Lilabati.

The panel has been tasked with carrying out an on-the-spot investigation at the TCS facility and other relevant locations. It will examine the circumstances surrounding the incident and assess the response of authorities. The committee will also interact with victims, police officials, company representatives, and other stakeholders to gather evidence.

It has further been directed to identify any lapses and recommend action against those found responsible. The panel will also suggest measures to prevent such incidents in the future and strengthen workplace safety for women.

The committee will function under the relevant provisions of the NCW Act and has been asked to submit its report within 10 working days. It will present its findings before the Commission upon completion of the inquiry.

“The National Commission for Women remains committed to ensuring a safe and dignified working environment for women and will take all necessary steps based on the findings of the Committee,” it said.

Chief secretary reviews key initiatives, highlights March achievements

Bhubaneswar: A high-level departmental review meeting was held at Kharavela Bhawan under the chairpersonship of Chief Secretary Anu Garg on Wednesday. Senior officials from various departments attended the meeting to assess progress and outline future priorities.

Development Commissioner and Additional Chief Secretary Deoranjan Kumar Singh, along with Additional Chief Secretaries, Principal Secretaries, Commissioners, and Secretaries, were present. IAS probationers of the 2024 batch of the Odisha cadre also participated to gain administrative exposure. Koraput Collector Manoj Satyawan Mahajan joined the meeting virtually and made a presentation.

At the beginning, Garg reviewed key achievements recorded across departments in March. She appreciated the Skill Development Department for Odisha’s strong performance in the India Skills 2025-26 competition. She also commended the officials involved in the inventory and verification work of the Ratna Bhandar of the Shree Jagannath Temple.

The meeting discussed the “Ame Janiba, Ama Budget” programme, focusing on wider dissemination of budget-related information. The efforts of the Finance Department and the Information and Public Relations Department were appreciated for promoting public awareness.

Officials noted that participation in the iGOT Karmayogi Bharat platform had increased significantly. The onboarding of officers and staff under the “Sadhana Saptah” programme rose from 95% to 98%. The chief secretary appreciated the efforts of Gopabandhu Administrative Academy for enhancing active engagement on the platform.

The statewide celebration of “Odia Paksha” was also acknowledged. The Odia Language, Literature, and Culture Department and other departments were praised for ensuring their widespread observance.

During the meeting, a design proposal for the upcoming “Uplabdhi Portal” was presented. The portal will enable departments to upload monthly achievements, progress reports, and milestones. It will also help departments and the Chief Minister’s Office monitor performance more efficiently.

Principal Secretary of the Finance Department Sanjeeb Mishra emphasised the effective utilisation of central assistance meant for capital investment. Principal Secretary of the Works Department Sanjay Kumar Singh presented details of 25 major projects and outlined long-term plans to strengthen the state’s road network. Officials noted that these initiatives are expected to improve connectivity and boost tourism.

US ends oil waivers for Iran, Russia; India among key beneficiaries affected

New Delhi: The US has decided not to renew sanctions waivers that had allowed limited purchases of oil from Iran and Russia without triggering US penalties. The move is expected to impact countries such as India, which had benefited from the exemptions.

US Treasury Secretary Scott Bessent said the administration would not extend the general licenses for Russian and Iranian oil. He noted that the existing supplies covered under earlier permissions, particularly those already in transit before March 11, had been fully utilised.

The decision marks a shift away from the Donald Trump administration’s approach of using waivers to ease global oil supply pressures. The earlier policy aimed to stabilise energy prices, which have surged worldwide, including in the US, following the escalation of conflict in the Middle East.

Meanwhile, indirect talks between the US and Iran are underway to extend a two-week ceasefire set to expire on April 22. Diplomatic efforts have intensified, with regional players stepping in to mediate.

White House Press Secretary Karoline Leavitt said the US had not formally sought an extension of the ceasefire but remained actively engaged in negotiations. She indicated that another round of talks was likely and could take place in Islamabad, adding that Washington was optimistic about the prospects of reaching a deal. She also maintained that any official development would be communicated directly by the White House.

Parallel diplomatic outreach is also in motion. Asim Munir led a delegation to Tehran to convey messages from Washington and facilitate further negotiations, according to guardian.com. The delegation included Pakistan’s Interior Minister Mohsin Naqvi, according to officials.

Meanwhile, Pakistan Prime Minister Shehbaz Sharif began a four-day visit to Saudi Arabia, Qatar, and Turkey to coordinate with regional powers and strengthen efforts aimed at securing peace in the region.

Naveen Patnaik urges CM Majhi to oppose Delimitation Bill

Bhubaneswar: BJD President Naveen Patnaik has urged Chief Minister Mohan Charan Majhi to strongly take up the issue of the proposed Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, also referred to as the Delimitation Bill, 2026.

In his appeal, Patnaik stated that the proposed legislation could weaken Odisha’s political voice and redistribute its representation to other states. He warned that such a move would severely impact the aspirations of around 4.5 crore people of the state and prove unjust for future generations.

The bill proposes to increase the strength of the Lok Sabha from 543 to 850 members. At present, Odisha has 21 Members of Parliament, accounting for nearly 3.9% of the total strength. Under the proposed changes, the number of MPs from the state may rise to 29, but its overall share would drop to 3.4%.

In a letter to the CM, Patnaik noted that despite Odisha’s efforts in controlling population growth and investing in human capital, the state could face a potential 15% decline in its national political representation.

He, however, welcomed the Women’s Reservation Bill and highlighted the legacy of Biju Patnaik in promoting women’s empowerment. He stated that the Biju Janata Dal has consistently supported greater representation of women in Parliament and state assemblies, and pointed out that Odisha has already implemented 50% reservation for women in Panchayati Raj Institutions.

On the delimitation issue, Patnaik said the party would support the bill only if Odisha’s political rights remain fully protected. He added that the matter goes beyond numerical representation and directly affects the principle of cooperative federalism enshrined in the Constitution.

“The Bill hits directly at the spirit of Cooperative Federalism enshrined in the Constitution. Any reduction in political rights will undermine the aspirations of Odisha and its people,” the BJD supremo wrote in the letter.

Patnaik further urged Majhi to convene a special session of the Odisha Assembly within 48 hours to pass a resolution ensuring that the state’s political rights are not reduced in any manner. He stated that the Biju Janata Dal would extend full support to the state government on this issue, as it concerns the future of Odisha and its people.

R Vaishali creates history, wins FIDE Women’s Candidates title

New Delhi: Indian Grandmaster R Vaishali scripted history by winning the FIDE Women’s Candidates title in Cyprus on Wednesday. She became the first Indian to claim the prestigious crown.

Vaishali secured the title after defeating Russian chess grandmaster Kateryna Lagno in the final round. With this victory, the Indian qualified for the Women’s World Chess Championship final, where she will face reigning champion Ju Wenjun of China, according to fide.com.

Going into the last round, Vaishali was tied at the top with Bibisara Assaubayeva of Kazakhstan, both on 7.5 points. However, Assaubayeva played out a draw against Divya Deshmukh, which opened the door for Vaishali to clinch the title outright.

Vaishali capitalised on the opportunity with a composed performance. She gained an early edge after Lagno made a mistake in the opening phase. The Indian gradually increased the pressure and maintained control through the middle game. In the endgame, repeated errors from Lagno tilted the balance further, forcing her to resign after 47 moves.

After the match, Vaishali said that winning the title felt like a dream come true. She added that she remained focused in the final rounds despite earlier setbacks in the tournament. She also credited her parents, family, team, and sponsors for their consistent support, noting that their backing played a key role in her comeback after a difficult phase last year.

In the open section, Javokhir Sindarov had already secured the Candidates title before the final round. He signed a quick draw with Wei Yi to close his campaign.
