Odisha signs agreement with IFC to strengthen PPP ecosystem, attract private investment

Bhubaneswar: The Odisha government on Friday signed a Programmatic Transaction Advisory Services Agreement (TASA) with the International Finance Corporation (IFC), the private sector financing arm of the World Bank Group, to strengthen the state’s Public-Private Partnership (PPP) ecosystem and attract greater private investment in infrastructure.

The agreement was signed in the presence of Chief Secretary Anu Garg, who chaired the signing ceremony, according to an official release.

Speaking on the occasion, Garg said mobilising private capital investment would be crucial to positioning Odisha as a leading investment destination at the national and global levels in line with the state’s vision of Viksit Odisha 2036. She highlighted IFC’s role as the government’s knowledge partner in strengthening the PPP ecosystem and supporting the development of bankable infrastructure projects.

IFC Regional Head of Operations and Acting Regional Director (South Asia) Shalabh Tandon said the partnership with the Odisha government is a high-priority engagement for the organisation. He expressed confidence that the collaboration would help create a robust pipeline of infrastructure projects and deliver meaningful outcomes for the state.

The partnership seeks to mobilise private investment by developing a pipeline of viable Public-Private Partnership (PPP) projects across key infrastructure sectors. Over the next one year, IFC will identify at least 20 PPP projects with a cumulative investment potential of around USD 2 billion.

The proposed projects will span priority sectors including renewable energy, power transmission, logistics and transport, urban infrastructure, electric mobility and other areas identified by the state government.

The Odisha government expects the collaboration to strengthen institutional capacity for PPPs, improve project preparation and enhance investor confidence, thereby accelerating infrastructure development and supporting the state’s long-term economic growth agenda.
